Android Question

Thanks for reply regarding .bin files. I understand that they are not readable and therefore would like to know if it is safe/okay to delete them from phone (Samsung Galaxy S3 mini). Would do this in order to free space.

Without knowing your Android version and where these files are located, I can only answer with a guarded "probably not." .bin = "binary" file, and is probably part of an installed app. Assuming your device is not rooted, it should be safe to rename the file(s), reboot, and then check to see if everything still works. If yes, then go ahead and delete them.
