You should be able to export your contacts from outlook as a CSV file. Save that file. Then log into your gmail account (or if you don't have one, create one). Then go into gmail and
Click Gmail (in red) in the top left corner and select Contacts
Click More and select Import…
Follow the instructions to import your contacts to Gmail
Once your contacts are in gmail, you can go into the "people / contacts" app (depending on your phone) and select to sync your google contacts (My contacts). Now all of your contacts will be on your Android phone.
