Root blacklist number when recieving incoming calls

Problem: When recieving incoming calls message on screen when call is showing on device screen it shows system message : ["blacklisted incoming number"] {not exact message, but similiar...}. This is happened a couple of times so it is not a fluke. The calls work at first, but after this you cant recieve calls from that number. There is no setting or list to remove or edit the blacklist "feature".

Device: Motorola Droid (original verizon wireless)

Rom: Shadow Rom 2.0 (***not shadow rom v2.0.1 or v0.1)

The only thing I can think of is to try flashing a different ROM and see if it still happens. I have never had this problem and can't really think of a fix other than it is something with the ROM you are running.
