Blacklisting Cell Towers

Hiya there!

The tower in my area is absolute crap.
I live in the Kennington Area of Bendigo, Victoria in Australia. And I'm on Optus, the only provider that offers unlimited 3G.

The tower in my area gets up to 8Mbit from 3am to 12pm, and the rest of the time, sits at 64-128kbs... yeah... It's a flooded tower.

One day, when the tower was COMPLETELY flooded, my Android was kicked. It managed to connect to a tower further out, and holy crap. It was 10PM and I was running at 8Mbit! On 2 bars!!!! Normally, at this time, it's so slow, I can't actually reach a DNS server.

So here's my question. Is there any way (and I mean ANY way) to blacklist my local tower, or force a connection to the alternate tower? It would be preferable if it's switchable (via an app or something) but even if I have to use terminal commands or some crap, I would be very appreciative. I have no qualms voiding warrantee, it's already so voided it must feel violated...

Some details:

Handset: Samsung Galaxy II i9100 running CyanogenMod 10.1 (cm-10.1-20130422-NIGHTLY)
Carrier: Dodo

I honestly don't see how this would be possible. The phone simply connects to the one with the strongest radio signal. While the tower may be overloaded, if it's emitting a stronger signal than one that's not as congested then you're going to get that tower regardless. Until, as you saw, it simply cannot handle any more requests.

I thought there would be a way to tell my Android not to connect to a tower broadcasting a certain CID at least...

Looks like I'm gonna have to ditch my unlimited 3G :(
