Block All App Downloads

hello to all [my first post (yeah for me) ]
i was wondering is there a safe/secure way to block all apps from being downloaded or can i set up my samsung s3 mini to require a password when you try to download an app.
the phone is running on android os v4.1

Great to have you here!

I think the app AppLock by Domobile available free in Playstore does a good job at preventing unwanted use/downloads. You can apply a password to whatever you want including system settings and Playstore.
