I'm not familiar with all of your options but I do know that if you search the Play Store for "parental control" you'll find a wealth of specialized apps to help in this general area.
You may also want to look into the Google options from a pc - it sounds like you want safe search turned on at a minimum.

You can block from the WiFi if you have one at your home that's if your using a WiFi connection cause the carrier data and WiFi data would catch you that a back door I haven't found how to lock .
yes, the wifi is secure - it's away from home that is the problem. I've looked at a couple of Apps, but none have this function. It's very difficult to work out what app does what function, and how you stop the user overriding the app. I was hoping someone might have some experience of how this could be achieved.
