Bluetooth 4.0 (Smart) compatibility?

As we all know the Samsung Galaxy Ace 2 comes with Bluetooth 3.0/ADSP. Since I am using my phone with some fitness app I was looking into the possiblity of using a heart rate monitor.

As it turns out most of the newest ones are labeled "Bluetooth Smart" which turns out to be Bluetooth 4.0.

So does that means that my Galaxy Ace 2 won't be able to communicate with such Blueetooth 4 Smart devices? Unfortunately the choice of HRM are either the "smart" kind (4.0) or the legacy (2.0) kind whereas my smartphone is 3.0.

My 2nd question being... when Jelly Bean is finally made available would it support Bluetooth 4.0 on the Ace 2? that is, is it simply a BT firmware upgrade? or is BT 4.0 also a hardware change meaning Ace 2 would remain BT 3.0?
