Bluetooth Android 4.0

Does Android 4.0 for tablets include Bluetooth, please? If so, how do I access it? My desktop computer doesn't seem to find my tablet if I try to connect from there.

BT is a hardware feature not software. Which tablet are you using?

It's a 7" tablet NATPC M009S ULTIMATE from Amazon.

I looked up the specs on Amazon and it doesn't appear to have Bluetooth connectivity.
