I can only commiserate with you on this issue. It seems that despite the illegality and foolishness of fumbling with a mobile trying to call someone while driving, no developers etc., feel it prudent to develop call initiation for Droid mobiles? My research revealed it to be theoretically possible but, alas, silence on this matter. Hopefully, in the near future, some kind soul can enlighten us 'disappointed' Droid converts and the like as to why this issue has been neglected for so long?
My suggestion would be that until this is the case, or a solution is available, the term hands-free is not used in any advertising for BT headsets, car speakers and the such like without the caveat of restrictions for Droid mobiles, and voice dialling is qualified by the prefix term 'limited' to indicate to potential buyers that Droid appears not to allow call initiation in a truly handsfree manner: anything else is downright misleading and deceitful.
Hopefully someone will be able to tell me I have been talking rubbish and provide a credible solution.
