Bluetooth voice function and Android. What's wrong?

Okay. I know this has been covered before, but I have yet to find a solid answer to the question. I have owned both the Galaxy S2 and the Galaxy Skyrocket. I have updated these phones with every version of Android from, 2.3 to 4.1.2. I have owned three different bluetooth headsets that support voice command functions.

On none of my phones, versions of android or bluetooth headsets has the voice functions worked as intended, if it even worked at all. I would have to say that the best (still not good) function I got was on my S2 with 2.3. It has just gone down hill from there. Before switching to Android over two and a half years ago, I had an old Nokia e71x that worked great with my voice function enabled bluetooth headsets.

My question is this. What is the problem here? Is it purely an inability of Android developers to figure out how to do this?
