Bluetooth window

I'm calling it the Bluetooth window for lack of a better description

Anyway, whenever I enable Bluetooth, I get the following popup:

I hit Cancel and it goes away, and Bluetooth seems to work, but is there any way I can keep this from popping up in the first place? None of my other phones did that (and yes, I know that's a lame thing to say )

That seems to be the way Samsung, at least, is going. The Note 3 does the same thing.
