I have a galaxy s4 that has a broken screen that will not work. Is there a way i can do a factory reset on the phone without the screen not working?

If the screen is visible just not working too touch then yes.
Boot the phone into recovery mode by pressing power+vol up+home when starting up. (Check this combination first) How to enter Samsung Galaxy S4 Recovery Mode
Select factory data reset by using vol up and down buttons
Initiate reset by pressing power button
