Bummed to discover that hotspot is carrier controlled now.

With previous Nexus phones I could create a hot spot for my tablet. Now I get a message to contact T-Mobile. Dang! Are you guys experiencing this?
 
Maybe it's plan dependent?
The tmo prepaid plans for example provides you with 2.5gig of tethering.
 
Mine worked just fine on my N5 with a At&t Sim in. I would be really mad if At&t found a way to stop me on this phone.
