Button press delay for accessibility by person with severe MS

Lurker
My roommate has severe multiple sclerosis, and is very twitchy, it causes him to accidentally hit the wrong buttons quite frequently, especially the physical buttons like volume and power, but it's also pretty common for him to use the slider to answer the phone, get a lil twitch, and instantly hit the end call button... I've been trying to find an app that would allow me to set up his phone to ignore short key presses like Filter Keys for windows, but I can't seem to find one. Is there a way to change the minimum length of a key press required before it registers? I basically just need the phone to recognize a short touch at 1 second, and long touch at 3 seconds, but ignore any touch less than one second... Anyone know if there's an option for that already, or an app for it?
