The only thing you can't do is to unlock the phone allowing you to use it with a different cell provider....so you can throw in a non AT&T SIM card....for that, you need to pay. You usually have to visit a website or speak to AT&T and ask them about it.
So, even if you don't unlock....if you stick with AT&T, you can flash the phone, and install a generic region free version of android running 2.1 or 2.x
