Help Buying a prepaid phone to use worldwide

Hi Guys,
I just saw something weird, I have the option to purcahse a prepaid phone in a very low price
from Amazon via a third party website and send it to my location which is outside of the USA.\

Is it possible to purchase a prepaid phone and use it only with Wifi and for Apps?!

I only require a game machine, not more.

I don't see why not... As long as there isn't any contract requirements, you can do whatever you want with your phone.
