Buying software on Android Market

Hi,

I want to buy some software for my android phone but I'm hesitant as I read somewhere that the software is linked specifically to a particular phone, so if I purchase software and upgrade my phone I need to but the software again?!?

If possible I'd like to purchase software and download to my USB storage so that I can (re)install whenever I need to on whichever device I'm using at the time so that I don't have to repeatedly download software. I haven't done so yet but if I upgrade to ICS will I have to redownload software? Also is there any advantage to doing a clean install rather than upgrade?

Depends on the rights from the developer. I downloaded apps I purchased for the phone to my tablet. If I got another android phone I could transfer.
 
The purchase is linked to your Google account. Which means that if you purchase it and you buy a new phone, as long as you use the same Google account to activate your new phone, you can just download the app again without paying.
