Help call bar/lock

how do i get back that call bar that goes across the bottom of screen on flashed evo 4g?
Also is there anyway to stop that lock tab from popping up ?

Do you mean the bottom bar shown here with the word "phone"?

And when you say flashed, what carrier is your phone flashed to?
Are you rooted and running a custom rom?

I'm not clear on what you mean by "lock tab" :hmmmm:
