I have tried many call blocking apps, but so far none has been able to enable me to let the other party's side keep ringing while it doesn't show at all on my phone, or just show a small notification at the top. is there any app that has this function without the need to root my phone?

None, as I know only Root Call Blocker Pro does that, but root is needed .. no call notification or ringing what-so-ever
You could try a trick I used back in the dumb phone days. Set a contact up as ZZZ (so it is at the bottom of you contact list), set the rinngtone to silent, and add any numbers you want blocked to this contact.

That only works for constant numbers. Spam callers today simply spoof, so you don't get the same call from the same number twice.
I just set a ringtone for unknowns - check the phone if I hear that ring, and let it go.
I don't use answering service, so it avails the caller little.

Install the app called 'Call Control - Call Blocker'.
.. hm, advertise says no notification or ringing, free app (it works btw), but when installed only 3 calls blocked, after that forced me to buy app (7,99) .. at least you dont need root
