Call Dismissed

I have an Android HTC Evo 4g. I am having troble connecting when I make or recieve a phone call. I have to dial out 2 or 3 times to connect to the other person because I get an error message "Call Dismissed". When I finally do get a connection the party I have dialed can not hear me or I cut in and out or sound like I am outside in the wind.
We have performed all the updates, PRL and system updates. I have powered it off and removed the battery and put it back. What else can I try?

Welcome to the forums!

You might want to try reinserting your APN settings for your carrier, or potentially calling your carrier to see if the server in your area isn't that good.
