Why can't I hear a dial tone or peoples voices when I call them

Cellphones don't do dialtones. (Some of them fake a "dial tone", but the dial tone on a land line tells you that you're connected to the telephone company's office.)
As far as why you can't hear them, there could be a few problems - a bad earphone jack (the speaker connects through the jack) will cause that.
