call not going through

when i call my friend from either my cell phone or my housed phone or even when i send pictures they are not going through but he can recieve calls from other people

The common denominator is your friend's phone; that's where the problem lies. Unable to provide further troubleshooting info, since we don't know if their phone is Android, iPhone, BB, or… ?
