Call waiting never switches over?

Using VZW, when I am on a call and someone else calls, I press the button that pops up, not sure what it says on the button, though it NEVER switches to the new call and I end up losing the person on the original call. Does anyone else have this problem? It is quite annoying.

I'd go into a Verizon store and speak to them bout it. The phone is just telling the tower, "switch me over to the other call". Their equipment seems to be doing something totally wrong.
