Help Calling from Europe

I will be in Germany next week. I added an international roaming plan (verizon) and set my galaxy S4 for Global networks and unchecked roaming data.

I put my host brother's number into my contacts as "+49151...", +49 being Germany. When I viewed the contacts, and sent an SMS, I noticed it had replace the "+" with"011". This is fine for the USA but calling him from Germany will not work as they do not dial 011 but rather 00. And domestic calls in europe I thing would just be "0151...", right?

I thought the whole idea of storing a contact number with the "+" would be to allow you to dial it from anywhere without having to know the international prefix. Is that not true? Otherwise you have to have the same contact listed multiple times, one with 01149151, one with 0049151 and one with 0151 which is a pain. And maybe in Asia or South America the prefix is different.

The whole idea when using mobile is that you can just use the +(country code) prefix, and doesn't matter about international call prefixes, as that's usually only for fixed landline phone calls, e.g. payphones. I've certainly never had to do anything like that, or had the whatever international call prefixes being inserted by the phone itself or incoming messages, and that's been for UK +44, China +86, Hong Kong +852, Mongolia +976, US & Canada +1, etc.

Somebody else had something funky going on with a Verizon Samsung phone, with messing up and being used in Europe, Belgium. http://androidforums.com/threads/country-code-causing-text-messages-to-fail.945222/#post-7083336 That one is having problems with the country codes, but maybe related to your problem with a Verizon Samsung, roaming in Europe. It sounds like bugs to me, and both these issues should just not be happening.
