Help Camera and light not working

Since upgrading the software last week, my camera and light do not work. The camera states "camera failed" and my torch app states that another app is using the phones LED. I've rebooted, turned the phone off and removed the battery, cleared the cache and data and forced stop for the camera. Please help!!!
 
Chalk it up to another 4.3 bug. If the update was OTA (Over thr Air) ny the carrier, bring it into them and ask them to fix it. If you did the update yourself you're going to have to wait until a fix is issued.
