Camera app, geotagging, and Google Photos

I'm stumped. I have location tagging disabled in the camera app; I have permissions for the camera to use location revoked. When my pictures are uploaded to Google Photos, they are geotagged. In Google Photos, remove geo location is enabled, but that only removes the information if I share the photo via a link. Nothing under Google Location settings suggests a way to enable/disable access to the camera.

Can anyone help?

See if you have Google Place app enabled on your device. If so, go into settings then Apps and check permissions for Google Place app and disable permissions on location. This app in itself will geotag locations because it's tracking your device and will add tags to most camera geo-tagging applications.
