I have a weird problem with my phone. On stock and on cm12 my camera doesbt work at all. It isn't physical bekause the device is perfectly fine just got 2 hairline Cracks. On stock rom it says cannot connect due to security policies or another app is using it. Instagram and kik don't even give me the option for camera anymore only the gallery. Also on cm12 it says cannot connect to camera and same thing with kik and instagram. On my gs3, gs4, and gs5 that had this problem all I had to do was wipe catch from recovery menu but that doesn't work. Any help?

It really sounds like a hardware issue. My first suggestion would be to go back to stock and format both data and cache. If this doesn't fix the problem then you have a hardware problem.
I would tell you to do a warranty return but if the phone is physically damaged it voids the warranty.
