In general you shouldn't need to use a task killer to automatically kill tasks - see this article for an explanation. In my personal experience (from using Android since it's launch) I've only needed to kill an app when it's locked up due to poor coding / network problems (eg SpeedTest app locking up due to problems with my internet connection over wifi) - this can be done either through the Manage Apps option under the settings or using the manual stop ability of the motorola task killer.

The Enable Javascript and Enable Plug-ins question relates (I presume) to the stock browser. Javascript is a scripting technology used to offer enhanced functionality on web pages; personally I always leave this on.
Plugins are methods of extending the browser's functionality (eg Flash). I have the enable plug-ins setting set to 'enable on demand'; this means that when I browse to a web page with a flash video embedded, it shows as an empty box until I press on it, at which point the flash video loads and plays. This gives faster browser loading times when first loading a page, without sacrificing the additional functionality; it also prevents annoying flash adverts loading (unless you choose to load them).
