Looks to me like the "stock" Android Power Control widget running on a Launcher Pro home replacement...

Long press your screen, choose Widgets and scroll down to Power Control!

I thought is looked very much like Power Control too, though not EXACTLY like it. Also, does Launcher Pro make things color that were previously not?

I see what you are saying about the "color bars" at the bottom of the widget...To be honest, I really don't know!

The clock is easy if it is Beautiful Widgets...the rest though I can't say.
