Is their any way to back up apps from a galaxy mini which is not rooted...if yes please run through the steps....

Download apps installer frm market,it has backup option which saves .apk files to ur sd card, if that's all u need. there cud be a better backup app but i dont know.

You can download Astro file manager available in android market, you can restore those apk files later or can send to another android device over BLUETOOTH wifi

I dont correctly know what you meant, if its just the installer of the apps that you want to save , use ap saver for unrooted phones or root uninstaller for rooted phones. The advantage for root uninstaller is that you can backup system aps also.
backup master can help you saving the application data like the game data to your sd card. it also backs up yous messeges, logs etc
