can i buy a used android off ebay and use it as a wifi only media device?

so i sold my ipod touch, because i want a android device. so i was thinking, since android phones have wifi, could i buy a used one off ebay, and use it for wifi, apps , web , music, etc, but not the phone? i was thinking to buy this:

Pantech Breakout Verizon 4G Android Phone Black 044476818806 | eBay or like the htc droid incredible. what do you think? is it possible ? i would have to some how skip the activation screen right? thanks for the help.

That's exactly how I've been using my old breakout. It's perfect for that use, really
