Root Can I delete all files on phone? (Format everything?)

I have rooted and unrooted several times and no matter how many times I do the wipe and delvik wipe, my phone still seems to have folders and stuff on it. I would like to format the entire phone and then root from scratch. Is this possible?

What would or should I do first?

Once you have root, you have root. Doing it again isn't going to change anything.

What would or should I do first?

It seems that you are talking about data that is on your SD card, rather than the internal storage of the phone. Wiping data does not wipe the SD card.

However, that's easily solved - in the settings app, there should be something called SD card or storage and internal memory. From there you'll find an option to erase or format the SD card.

Be aware, though, that the SD card also stores any of the Nandroid backups you may have made. If those are critical to you, you should back them up by connecting your phone by cable to your computer (they are in a folder called /Nandroid on your SD card if you are running Amon_RA recovery - which you probably are - or in a folder called /clockwork if you are running Clockwork Recovery.)

I'd suggest backing those up before formatting the card.
