Can i make international phone call to mobile phones by "Wechat"

hello,
could anyone please tell me if i could call to a mobile phone directly ( means the other mobile phone doesnot have wechat) by wechat?
and can i make int phone calls directly to a mobile by wechat?
please help.

according to the devs website:
WeChat - The new way to connect

there is no regional restrictions so you should be able to call anyone from anywhere. it is voip so it should not matter where you are.

actually based on the WeChat - FAQ it seems that this is no voip. it is just a voice, and text messages. you can video talk with someone. however there is the voice live chat that you can do. it seems like it is more like a walkie talkie then actual phone calling though. and yes you can do this to another mobile phone provided that phone has mobile data access.

if you are voice calling why not use something like google talk? i use it and i think it's great. you can text, video or call all over the internet to other phones that have it.....again you will need mobile data for this to work.

No, the other person needs to have WeChat installed. Apart from Google Talk, I don't know if a service exists to bypass calling charges without the other person having the app as well.

Google Talk allows you to video call over the internet to anyone who has a Google account, but they need to activate it first.

Facebook also offers voice calls over their service.

Yes, but I find that the Uberconference Android App is far more superior as far as reliability is concerned. I've had friends who've had issues connecting with WeChat.
