Can I retrieve internal data with non-working phone?

My Turbo 2 has bitten the dust and I cannot find anything about where the internal storage is located, or if the data can still be retrieved. Unfortunately, not everything was backed up. Hence, my query.

What does "not working" mean? Can you power it on? If not, can you connect it to a Turbo charger for an hour and then turn it on?

Hey Thom! I don't know what I did, but I managed to get it to turn on and stay on long enough to transfer everything over to my harddrive. Thank you very much for the quick response!
