Can I revert 4.3 to 4.1.2 on daughters T-Mobile S3?

You can just get the unbranded one, you'll get rif of T-Mobile bloatware and will depend on Samsung for any future updates. As long as the firmware is for the I9300 (which I guess your daughter has) it is fine.

Oh sorry, I thought you were in the UK. Then yes, just get the correct version of her model and flash it back to 4.1.2
Edit: you do live in the UK. Then it's an I9300 for sure. T-Mobile or not, all the variants in the UK are identical unless you have an LTE model.
