can it function as wifi router

Welcome to AF, sadly you did not provide enough info for my team and I to understand. Please sign up or re post with your phone model and network.
 
You can run an app on almost any Android phone to use the phone as a wifi hotspot, which is a router. (There are free tethering apps in Play.)

Will your phone be powerful enough to be used by a few computers/tablets? Probably. Routers have pretty poor old CPUs.

Will your carrier allow you to do it? That depends on the carrier. Some will, some will terminate your account if you do.
