Someone reprogramming a phone with your IMEI can cause you problems (e.g. getting the IMEI blacklisted, which will stop your phone working as well as theirs), which is why you don't post it online. But the urban myth that knowing a phone's IMEI gives you special power over it is just that, a myth.

Only just IMEI or Serial No cant provide these access or together IMEI and Serial no cant provide these access?
neither will have any impact on hacking. just the imei, a person can clone a phone and use up your data plan and minutes, but they will not be able to get any personal data.
