Can not change default ringtone

After installing Hiya I can not change my default ringtone. Even after removing Hiya I can not change it using all the normal methods I know. I tried to find a way to clear media storage but did not have any success. If I can avoid resetting all notifications I would like that, just need to fix the incoming call ring, any ideas?
 
I tried this I can change the ringtone name but when I get a call it does not use that ringtone it just has a standard system sound

I have narrowed this down to my contacts only seems no matter what I choose for a contact ringtone those phone number ring with a system generated ring.
 
what phone do you have? are the ringtones the ones you downloaded? did you get yours from an app. I like Zedge for my ringtones.

I have a Galaxy S9 I'm only using the ringtones that came on the phone if I get a random call from an unknown number the ringtone is correct but if I get a call from someone that's in my contacts it is not the correct ringtone it seems to be some system-generated ringtone I'm not sure where it comes from but it's overriding my contacts ringtone. I'm wondering if it's some app on my phone that what is causing this I use phonefusion for my voicemail and Hiya for spam phone calls I've deleted Hiya and it makes no difference
