can Puffin open local file?

Like many (most?) of you I have tried numerous browsers. Always looking for speed, efficiency etc. And clearly none of them is best at everything.
Just installed Puffin browser and like several things about it but there is a local htm file I call Bookmarks2 which I can open using UC or Opera or Chrome or Maxthon which I don't seem to be able to open using Puffin.

Can Puffin open a local file and, if so, is there a special trick/tweak to make that doable?

In the address bar if you type in:
file:///storage/
that should start you off to navigate to wherever you've stored that html file.
