can someone help me with creating folders ???

I noticed that I can create folders on the home screen and app screen but cant get any shortcuts inside, it was so much easier to do on nexus 7 , ?? Is it possible to make folders and group apps in the app screen not home pages? ?

I noticed on the Note 1 you had to slide the icon onto the folder very slowly for it to go inside. Hope that helps!
