Can Tasker set time when updates occur?

What do you mean?
If you mean application updates in Play Store ... they happen throughout the day.
The way I manage is to turn automatic update off ... when it is convenient for me I go to My apps & games and select which of the pending updates to apply. It is frequently UPDATE ALL.
