I use the widget Scrollable News to get news updates on my home screen, to use it you have to scroll down, the problem I'm getting is that when I scroll it thinks I want to move it and when I place it back down it resets to the top. Its very frustrating and I want to know if you can lock the widget in place.

I don't know what launcher you're using but Nova Launcher has an option to lock things from moving around the home screen
I believe Apex does too. Probably many 3rd party launchers have this, but not so many stock ones.

A 3rd party "launcher" is a home screen replacement app by the way. It's basically the app you see while on home screen or app drawer
