Cannot CAST from phone to TV

I have had a MiNOTE 7 Android 9 phone for over a year but have only just started to try the facility of casting from it to a smart TV.

I can can cast directly to my TV from apps, for example by tapping a photo in Google Photos, but I cannot cast the screen, either via WiFi or Chromecast. The phone does not identify my TV as being available, though it does detect my PC. The TV is on the same WiFi network, and my phone must be able to communicate with it or I would not be able to cast successfully from apps, as above.

In the Shade, when I click the CAST BUTTON it does not respond in any way, eg. change colour, as other buttons do. Should it? However, I do get the notification which has the 'not found' report.

Have you tried AllCast?
 
2 things need to be up and running,
A cast app on the phone, sending the data, and a cast app on the TV, receiving the data.
One such app is called Allcast.
Install on both devices and post your results
 
I have re-booted Chromecast, it always works OK on other devices such as my Android Tablet. Also, I want to Cast by other option, in particular Miracast.

AllCAST displays its icon on the TV but after that it it sticks endlessly on trying to load something, without completing.

The app FING correctly detects 6 network devices (TV, PC, Tablet, Phone etc) all on the same network, but AllCast has only found one, the TV
 
Try restarting everything involved -- your phone, your TV, and your router. And before you say your other devices are working fine on your network, that's not the problem you need to address. The problem is something going on between your phone and your TV and networking is much more complicated than that (more so when WiFi is involved). Reboot everything involved so you can eliminate what might be a one-off glitch from an actual problem to look into.
Since you already confirmed all your devices are connected to the same local network, it does appear to be just a phone issue. You probably have the Google Home app on your phone, that's a recommended way to set up and interact/maintain a Chromecast and the app includes its own device casting/mirroring feature. Does the Home app now allow you to mirror your phone to your TV?

Also, approximately how far away is your TV from your router? Just on a chance you're on the fringes of adequate WiFi coverage, that could explain some quirky behavior like some apps working OK but some not when it involves a datastream like casting. Try installing this WiFi Analyzer (open source) app:

Use it to take some basic measurements of WiFi signal strength. Stand next to your TV/Chromecast and see what the coverage range and check the numbers (i.e. 52 dBm as an example) and compare that to when you're standing say 10 feet from your router (i.e. 41 dBm). What kind of numbers are you getting?
