The system has to maintain a minimum of empty space for normal operation, for temporary files, caches, stuff like that. Without it, the system becomes unstable or worse.
It's similar to an ordinary PC when the hard drive is nearly full. The computer gets unstable, crashes, blue screens, bad things happen.

It can be very annoying for sure, I've been there WAY too often, lol. I use this app to free up space on my phone and it works great because it doesn't select any "important" files that you don't want to lose for sure!!
