Cannot download in your country

Based in the UK. Have been downloading apps fine. Went to france and returned and can no longer download apps. for example google earth which is preaumably available everywhere. using phone without sim card because waiting for NUC from service provider. Using wifi. any ideas?

Can you access the Play store on the web. Try to push the app via the web interface, see if that works.
