Help cannot get to page to input unlock code

I have a Thunderbolt and I have the unlock code and I have a unrecognized Simcard. What I cant do is get to the screen to input the unlock code. I have tried to access the IEMI by dialing *#06# but I get nothing. I have even tried in safe mode is there any other way to get to the screen to input the code?
