Help Cannot update

Hello, i have a Galaxy S4 brought from India, but i am living in Thailand. My problem is that i cannot seem to update to Android 4.3 from 4.2.2. I checked on Sammobile and it says that there is an update now available in India. In Kies, it says that my device's current firmware is not supported to update firmware via Kies. In my phone, when i check for updates, it says the latest updates have already been installed. Am i not be able to receive an OTA upadate because i am operating the device in Thailand and the update is not out in Thailand? I have not rooted my phone, however, i did follow the instructions found here: Force Android 4.3 OTA Download For Galaxy S4 And HTC One Google Play Edition Devices Right Now! | Redmond Pie
Or is this the cause of the problem?

It is based on carrier and region. You're not updating yet. You'll get it when you get it, lol.
