i hooked up to usb mode try to go in on a pc same result

come on guys i really need help is my phone fried?
i've also noticed a slower cpu speed when i start the file manager app

You expect help within ten minutes? With so little info to help us pinpoint the problem? Get real.

Questions:

What phone do you have?
What 'wallpaper app' did you install?
What file manager are you talking about?
What folder are you talking about?

Did you manage to uninstall Picspeed? I don't know it but it sure smells buggy to me.

When it's removed from your phone, try again deleting that folder. If it still fails, try in a PC (don't use USB drive mode but use a regular card reader in a laptop or so).

already tried to delete using a pc but like i said nothing can access it
apparently the folder is just too big to open
had to do a hard reset to get rid of it

Then try this:

Mount SD card and copy everything to PC except this folder. Then format SD and put everything back on it. Be sure you also copy hidden files.

that is as much work if not more as to just wiping the phone itself and start over
i'm just curious is there a max capacity for cache folder before it's not accessible
