Help Can't daydream! What am I doing wrong?

Yes, daydream is on. Set to 'On When Charging'. Display sleep time is on 15 sec.

When I plug my phone in to charge (with display off), the phone turns on bright (showing slide to unlock screen) for 15 sec then dims. It stays dim until I turn it off by pressing the side button. If I unlock the display lights up again for 15 sec them dims and stays on until I hit the side button or unplug from charging.

What am I doing wrong? This is maddening!

Solved! I went to settings/about phone/ scrolled to bottom and clicked 'build number' about 10 times out of frustration and then I got a pop up that said "you are now a developer ”... Sweet! Developer Options is listed under system settings now. In developer options I unchecked "stay awake". Now my phone daydreams! YEAAAA!
