Can't find action overflow

I'm working on an older pixel 3 xl, with Android 11. I've been referencing Android for Dummies. On the chapter for web browsing (page 119) I've noticed there's a diagram for a Google page. Problem is, my phone doesn't the action overflow icon (and Tabs). This is driving me crazy. Is there something I'm missing, because without it I can't do much. Thanks.
 
Would you feel reassured if I said I've been using Android for more than a decade and have no idea what an "action overflow icon" is?

Browser interfaces depend on which browser you use, but most indicate the tab using a little square icon with a number in it. So if you see that in your browser's navigation bar try tapping it to see a list of open tabs, and probably a button to create a new one.

(I'm guessing that as you have a Pixel and don't mention the browser you are probably using Chrome, as that's what comes pre-installed. It's nothing special though, so you could always try some other browsers and see whether there is one that you prefer).
 
I call it action overflow because that's what the book calls it. I think the idea for that name is that the icon gets you things that won't fit in the regular icon area.

There's no little square icon. It's like some things are just missing. I assumed that would be something under settings, but no.

I'd prefer to use Chrome, because I'm (usually) familiar with it, like on my desktop.

Thank you. But I don't always get the three dots, which is the problem. Just now I did when playing around, but I don't always get them. I'm not sure what I'm doing wrong with that.
